Overview

The Design and Building Practitioners Act 2020 and Regulation will effect major change for the construction industry, with significant implications for architects practising in NSW. Co-hosted by Consult Australia and Engineers Australia, this panel brings together the Office of the Building Commissioner with representatives from key industry groups including architects, engineers and other consultants to walk through a sample design and construction project, explaining processes, roles and responsibilities under the new system.
Please note a number of the panellists appearing in the session are 'acting' in their respective roles in relation to the sample project discussed.

David Chandler OAM

NSW Building Commissioner

David Chandler, OAM was appointed NSW Building Commissioner in 2019 after an impressive forty year career in the Australian construction industry. In his capacity as NSW Building Commissioner David is improving the quality of construction and restoring trust in the industry through leading the delivery of Construct NSW, in collaboration with the sector. David was awarded an Order of Australia Medal in 1989 for his services to the construction industry.

Yin Man

Digital Director, Construct NSW, Office of the NSW Building Commissioner

Yin has over 20 years’ experience in driving digital transformation across financial, cultural and Government sectors. She is passionate about enabling real-time data and analytics to augment business capabilities and efficiency levels. Her previous experience includes leading the HealtheNet Program for eHealth to enable information sharing across hospitals, community health services, primary care and the national health record, myHealth. In her last role before joining the Office of the Building Commissioner, she led the replacement of NSW’s legacy child protection system.

Matt Press

Director, Office of the NSW Building Commissioner

Matt Press is the Director of the Office of the NSW Building Commissioner and responsible for leading the delivery of Construct NSW – a transformation program that seeks to restore pride and confidence in the NSW building and construction industry. Matt is passionate about driving change to produce customer-centric outcomes and previously held roles in building regulation, strategy consulting and corporate affairs. He has worked locally and internationally for organisations such as PwC, Ofcom, Bupa Health and Optus.

Laura Cockburn

NSW Chapter President, Australian Institute of Architects

Laura is a Director at Conrad Gargett and NSW Chapter President of the Australian Institute of Architects. She has a keen interest in the collaborative approach to design that underpins her work. She has significant experience in successfully leading teams from master planning and concept design through to contract documentation and construction on complex large projects in the Defence and Infrastructure sector. Laura has been an active member of the NSW Procurement Working Group and has been extensively involved in industry groups working with the Office of the Building Commissioner.

Sarnia Rusbridge

Project Director, Holmes Fire

Sarnia Rusbridge has been working as a fire engineer for over 20 years. In this time, she has been involved with a wide range of building types and performance solutions, providing flexible designs allowing for innovation whilst also maintaining safety for occupants. Throughout her career, Sarnia has played a key role in the development of practice guides, the AFEG, fire safety regulation and developments in the industry through her engagement with Engineers Australia and the Society of Fire Safety. Sarnia’s strong project background is supported by her many qualifications, including being a Fellow of the institution of Engineers Australia, a Chartered Professional Engineer (CPEng), a Registered Engineer on the National Professional Engineers Register (NER) in Fire Safety, and is registered by Engineers Australia as an APEC Engineer in Australia.

Shomo Sen 

Engineers Australia

Shomo is a business focused client side programs manager, energy efficiency expert and engineering specialist, with more than 18 years of experience in the Australian property management industry, including significant involvement and oversight in leading vision and strategy across design, construction, and facilities management divisions. He holds a Bachelor of Engineering (Mechanical) degree from the University of New South Wales and a MBA (executive) from the Australian Graduate School of Management (AGSM). Shomo has held a number of senior positions in design/construction/client side roles including Scentre Group

James Deters

Director, Credwell Consulting 

James is a registered Building Surveyor – Unrestricted, with over 18 years’ experience in the industry and a practicing BCA/Access/ESD consultant. Over the years, James has worked on all classifications of buildings and of all complexities, in both private consultancy and for the public sector.  He proudly sits as a Board Member of Association of Australian Certifiers and has done since 2017. As an industry stalwart and steward of the National Construction Code, James now relishes the opportunity to teach and mentor up and coming Building Surveyors and other partners in the industry.

He is a professional engineer, who joined Northrop in 1988 and as CEO has led Northrop Consulting Engineers since 2017.  Jamie is a structural engineer with over 30 years’ experience in servicing clients and managing engineering design teams. His vision is to develop the full potential of the 40year firm to be a dominant multidisciplinary engineering practice focused on buildings and land development, servicing both public and private clients in eastern Australia. Felipe is a Senior Associate at COX Architecture. Felipe’s portfolio of work consists of award winning multi-residential and master planning projects in Sydney. He specialises in the design and delivery of class 2 buildings.
He prides himself on the ability to drive and lead the entire architectural procurement process and is highly experienced in designing and delivering medium to high density multi-residential projects and precinct master plans.
His experience covers all of the phases of designing a project from feasibility, sketch design, authority & governing body liaison, detailed documentation and contract administration to final certification. He is a natural leader with the ability to nurture and empower teams to ensure they develop the leadership skills required in the industry, he has the capacity to lead and manage multiple project teams.

Fabrizio’s expertise includes leadership, vision and strategic development, stakeholder management, site acquisition, development delivery and risk management.
In his time at TOGA, Fabrizio has successfully led the company’s focus on achieving value and quality outcomes for all stakeholders and has overseen the delivery of outstanding mixed-use, residential, retail and commercial precincts nationwide. Fabrizio has also driven innovative refurbishment projects for TOGA-owned assets and the sustained growth of the Development and Construction divisions. Prior to his appointment to TOGA, Fabrizio was a Director at Clifton Coney Group (Coffey Projects) and over the nine years was responsible for establishing and leading new operations in Sydney, New Zealand and Vietnam.
