The Design and Building Practitioners Act 2020 and Regulation will effect major change for the construction industry, with significant implications for architects practising in NSW.

Co-hosted by Engineers Australia, this event will provide practitioners with critical information direct from Building Commissioner David Chandler, Digital Director of Construct NSW Yin Man, the Institute's NSW Chapter President Laura Cockburn, and Engineers Australia's Karlie Collis.

Speakers

David Chandler OAM – NSW Building Commissioner


David Chandler OAM was appointed NSW Building Commissioner in 2019 after an impressive forty year career in the Australian construction industry. In his capacity as NSW Building Commissioner David is improving the quality of construction and restoring trust in the industry through leading the delivery of Construct NSW, in collaboration with the sector. David was awarded an Order of Australia Medal in 1989 for his services to the construction industry.  

Yin Man – Digital Director, Construct NSW

Yin has over 20 years’ experience in driving digital transformation across financial, cultural and Government sectors. She is passionate about enabling real-time data and analytics to augment business capabilities and efficiency levels. Her previous experience includes leading the HealtheNet Program for eHealth to enable information sharing across hospitals, community health services, primary care and the national health record, myHealth. In her last role before joining the Office of the Building Commissioner, she led the replacement of NSW’s legacy child protection system.

Vanessa Carmody-Smith - Program Manager Education, Office of the Building Commissioner

Vanessa is leading the education transformation of the building and construction industry for the Office of the Building Commissioner. She is driving collaboration with educators and industry professionals to develop an innovative digital learning platform and energise training and education standards across the industry.  
Vanessa brings previous experience in government regulation, including legislative reform, litigation, and regulatory compliance, along with her passion for customer-centric transformation programs. In addition to driving education uplift in the Office of the Building Commissioner, she has recently implemented licensing reforms for NSW Fair Trading and implemented the NSW Ombudsman’s recommendations from the Home Building Licensing Scheme.    

 

Laura Cockburn – NSW Chapter President, Australian Institute of Architects

Laura is a Director at Conrad Gargett and NSW Chapter President of the Australian Institute of Architects. She has a keen interest in the collaborative approach to design that underpins her work. She has significant experience in successfully leading teams from master planning and concept design through to contract documentation and construction on complex large projects in the Defence and Infrastructure sector. Laura has been an active member of the NSW Procurement Working Group and has been extensively involved in industry groups working with the Office of the Building Commissioner.

Karlie Collis – Engineers Australia

Karlie Collis graduated from the University of Newcastle in 2004 with a Bachelor of Engineering (Civil), Karlie has been working at Northrop Consulting Engineers in Newcastle. As an Associate, Karlie enjoys taking an active role in strategic planning and formation of company policy. Karlie takes a participative approach to leadership as she actively seeks to encourage the best performance and participation from her teams. A strong believer in leading by example, Karlie is committed to promoting the profile of engineers within the community. Karlie is passionate about “giving back” to the profession. She was President of the Division in 2013 and is Past Chair of the Structural College Board. Karlie keenly fosters new talent through mentoring while encouraging students to consider an engineering career choice. Karlie advocates for a collaborative approach to engineering to ensure the goal of “the best solution to the problem” can always be achieved.
