This Value Talk will explore the greater mechanisms of policy, procurement, delivery and the practical realities of those working in and with social and alternate modes of housing. With increased housing insecurity, and a growing demand on the housing market, Queensland’s population is facing a growing crisis in housing those who are most vulnerable. As key contributors to housing supply outcomes, architects who understand housing policy and delivery processes and its challenges are better equipped to pull the necessary levers as designers, advocates, and decision-makers, shaping more thoughtful design responses and more equitable housing outcomes.
We look forward to insightful conversation from Eloise Atkinson, Fiona Caniglia and Karen Edwards who will share their perspectives and insights working across the public housing delivery process, followed by a panel discussion.

Eloise Atkinson | B Des St, B Arch, LFRAIA, GAICD
Eloise Atkinson is a Brisbane-based architect with over 30 years of experience, primarily focused on education and housing. She has a strong track record in designing social and affordable housing, working closely with local and state governments as well as community organisations. Eloise is a leading advocate for high-quality, well-designed housing. Throughout her career, she has combined action and advocacy to improve outcomes in housing, dedicating significant time to board roles, research, policy development, and leadership within the profession.
She is a Life Fellow of the Australian Institute of Architects, a graduate of the Australian Institute of Company Directors and a Churchill Fellow.

Karen Edwards
Karen is a registered counsellor with more than 25 years of experience supporting women, children and families impacted by domestic and family violence. She has worked extensively across community services, managed a domestic violence refuge and worked in therapeutic settings, providing support to people navigating coercive control, long-term abuse, complex trauma, homelessness and the ongoing effects of high-stress environments.
Her practice is grounded in safety, dignity and genuine care. Karen brings a deep understanding of trauma dynamics and the practical realities faced by people leaving or recovering from violence. Karen is dedicated to improving outcomes for people navigating both DFV and homelessness, recognising how deeply these issues overlap. She works closely with partner services to create safer pathways, reduce barriers and support individuals and families to rebuild their lives with stability and connection.

Fiona Caniglia
Fiona Caniglia commenced as Q Shelter’s Executive Director (now CEO) in 2018. Her connection with the peak body dates back to the 1990s, when she was involved in various committees and working groups striving for housing and homelessness solutions.
She is a passionate advocate for the housing and homelessness sector and has held leadership roles in industry peak bodies and in grassroots community development. With qualifications in Social Work and Social Planning, Fiona has extensive experience across government, community services, and private industry.
In 2024, Fiona was selected for the Social Impact Leadership Australia Program Cohort for 2024-2025. Fiona shares Q Shelter’s vision of every Queenslander having a home.
