Overview

DAVID CHANDLER

David Chandler OAM was appointed NSW Building Commissioner in 2019 after an impressive forty year career in the Australian construction industry.
In his capacity as NSW Building Commissioner David is improving the quality of construction and restoring trust in the industry through leading the delivery of Construct NSW, in collaboration with the sector.

Yin has over 20 years’ experience in driving digital transformation across financial, cultural and Government sectors. 
She is passionate about enabling real-time data and analytics to augment business capabilities and efficiency levels.
Her previous experience includes leading the HealtheNet Program for eHealth to enable information sharing across hospitals, community health services, primary care and the national health record, myHealth.

In her last role before joining the Office of the Building Commissioner, she led the replacement of NSW’s legacy child protection system.

MATTHEW PRESS

Matt Press is the Director of the Office of the NSW Building Commissioner and responsible for leading the delivery of Construct NSW – a transformation program that seeks to restore pride and confidence in the NSW building and construction industry.

Matt is passionate about driving change to produce customer-centric outcomes and previously held roles in building regulation, strategy consulting and corporate affairs. 
He has worked locally and internationally for organisations such as PwC, Ofcom, Bupa Health and Optus

DR KIRSTEN ORR

Dr Kirsten Orr is Registrar of the NSW Architects Registration Board and a NSW registered architect.
Previously, she was a Director of the Architects Accreditation Council of Australia (2016-2020);  Professor of Architecture and Dean of the School of Technology, Environments & Design at the University of Tasmania (2016-18);  and Associate Professor at the University of Technology Sydney (1999-2015).
She has made leadership contributions to all the major Australian government and professional bodies regulating the practice of architecture, education of architecture students and accreditation of Australian architecture programs.

CRAIG BURNS

Craig Burns is an architect with over 30 years’ experience across the design and delivery of a wide range of project types.  He is Technical Director at BVN and is a member of the AIA Practice Committee Technical Sub Group.  He also sits on the Building Commissioners Watershedding Working Group.

 



CPD

This presentation is equivalent to 1.5 hour/point of formal CPD and will deliver outcomes related to the following Competency/s from the National Standard of Competency for Architects:

3.4 Design response incorporates assessment of relevant legislation, codes and industry standards.

4.5 Investigation and integration of appropriate structural, construction, service and transport systems in the project design. 

Documentation:
5.3 Evaluation and integration of regulatory requirements. 
6.3 Incorporation of the project requirements and objectives in accordance with Project Brief and approved Detailed Design. 
6.5 Nomination of quality and performance standards with regard to selected materials, finishes, fittings components and systems. 
6.8 Project documentation is in accordance with, and appropriate to, the project contract and project procurement procedure.

Project Delivery:
7.4 Selection of procurement method incorporates assessment of the impact on selection, contracting and scope of work of consultants and specialist service providers.
8.3 Identification and application of the process and administration systems needed to fulfil all obligations under project contract.
8.7 Identification and application of appropriate and consistent systems for record keeping and maintenance of document revisions.

Practice Management:
9.2 Knowledge and application of practice resources required to ensure efficient and effective professional service.
9.3 Identification and application of practice systems and quality management systems to facilitate efficient and timely delivery of architectural services in accordance with project objectives. 
9.7 Knowledge of legal and regulatory requirements and obligations in regard to architectural practice, practice management and registration as an architect.

2021 Competencies:

Practice Management and Professional Conduct:
PC 2 Implement practice resources and apply ethical employment practice methods and quality assurance systems to facilitate efficient, consistent and timely delivery of architectural services. 
PC 5 Be able to apply essential elements of a client architect agreement across the range of procurement methods in relation to their appropriateness to the scale and type of the project, including alternatives for partial services and the engagement of secondary and sub-consultants. 
PC 9 Be able to apply contemporary and emerging building procurement methods. This involves identifying the most appropriate form of delivery for a project, including risks, mitigation and adaptation strategies, and integrating appropriate construction contracts and consultancy contracts and/or agreements. 
PC 11 Be able to assess, recommend and/or select an appropriate procurement process, with consideration for its impact on all phases of a project – including design, documentation and project delivery – and provide advice to the client in terms of the level of scope of service for consultants. 
PC 14 Be able to identify and apply construction services provisions and/or construction administration systems needed to fulfil all obligations appropriate to the procurement process in accordance with the terms of the agreement. PC 32 Be able to apply planning principles and statutory planning requirements to the site and conceptual design of the project. 

Detailed Design and Construction Documentation:
PC 41 Be able to coordinate and integrate input from specialists and consultants into the detailed design and documentation. 
PC 45 Be able to nominate and integrate quality and performance standards with regard to selected materials, finishes, fittings, components and systems, considering the impact on Country and the environment, and the whole life carbon impact of the project. This includes integrating life cycle assessments and other expertise and advice from consultants. 
PC 46 Be able to produce project documentation that meets the requirements of the contract and procurement process and complies with regulatory controls, building standards and codes, and conditions of construction and planning approvals. 

Design Delivery and Construction Phase Services:
PC 48 Be able to select and implement project administration systems, based upon an assessment of the selected procurement method and its implications on project delivery. 
PC 52 Be able to apply the principles and mechanisms implicit in the selected procurement method and associated construction contract(s), based on an understanding of the implications of differing contractual relationships. 
PC 55 Be able to apply appropriate and consistent systems for record keeping, document control and revision status during the construction phase.
